Heather Taylor is the City of Toronto Chief Financial Officer and Treasurer. In this role she provides oversight of the financial strategy development focusing on long-term financial sustainability, growth management, and asset management.

Prior to joining the City in 2018, Heather worked in the Ontario Government, Ministry of Environment Conservation and Parks, where she served as Assistant Deputy Minister and Chief Administrative Officer. Known as a change leader, she was responsible for leading and implementing the ministry's annual fiscal plan and developing a strategic plan to help the ministry realize the province’s climate change goals. She also provided strategic guidance to the Deputy Minister and Minister on issues such as governance, financial direction, and risk management.
Heather was awarded the prestigious Fellow (FCPA and FCA) designation to recognize her significant contributions to the accounting profession and the community.

Heather is also an award-winning lecturer at the University of Toronto for the CPA financial curriculum, and the recipient of the Leadership Amethyst Award for Creating Women in Government – a network that encourages equality and professional growth through the celebration of achievements and shared experiences.
